Founder of David Jones CPA PC (DJCPA), Mr. David Jones spent 24 years with the IRS in the Civil and Criminal Divisions, where he served as an Auditor, Revenue Agent, Special Agent, and Supervisory Special Agent. After retirement, he founded DJCPA and performed for three years as a Senior Financial Investigator providing consulting services to the U.S. Department of State, Diplomatic Security Service. Since June 2010 to current, he has performed as a contract Federal Background Investigator for the Office of Personnel Management and the Department of Defense. He has been a Certified EEO Investigator since 2013 and has conducted EEO investigations as a sub-contractor and as a prime contractor. Mr. Jones is a Vietnam Era Veteran of the U.S. Army and currently holds a high-level Security Clearance. He has a BBA degree in Management and a Master of Business Administration (MBA). He is a Certified Public Accountant (CPA) in GA; Certified by the AICPA in Financial Forensic (CFF), Certified EEO Investigator by the Federal EEOC Institute, a Certified Fraud Examiners(CFE), a Certified Property Manager, and a licensed Private Investigator in the state of Georgia.

TERESA TODD, CPA

Operations Compliance Manager
Ms. Todd brings over 30 years of accounting and auditing experience in both the governmental and private sectors. As a former Senior Accountant for the State of Georgia, she extends her expertise and influence in: financial and strategic management, budgeting, procurement policy development, program compliance, system integration, and taxation.
In 2005, Ms. Todd elevated her passions for home ownership to secure her real estate license. Her belief in the American Dream, “that every person deserves to have a place of their own to call home” is the driving force behind her work with Prudential Georgia Realty and Berkshire Hathaway Home Services. With broad experience in real estate acquisitions, disposition, leasing and property management, Ms. Todd has been a key leader in the management of single and multi-families properties day to day operations and financial reporting for several investment companies.
Ms. Todd earned her bachelor’s degree in Accounting from Morris Brown College. She is currently a member of the Metro SouthAssociation ofRealtors and is a Certified Public Accountant. Ms. Todd holds certification as an EEO Investigator and Property Managers.
Linda Buffer, Assistant Project Manager, retired as an Assistant District Manager for The Department of Veterans Affairs, Office of Resolution Management. During her career, she served as an Investigator Team Leader, Investigator, and EEO Specialist. She managed, supervised, timely processed EEO complaints, monitored workloads, managed and trained Case Managers, Investigators, Counselors, Alternative Dispute Resolution Specialists, and EEO Program Assistants. She was the primary advisor to the District Manager and an EEO Technical Advisor to Regional Counsel.
She Investigated over 300 investigations within established timeframes by conducting on-site and telephonic investigations (i.e., interview of witnesses/affiants, preparation of affidavits, and development and retrieval of pertinent documents). She is a trained Certified mediator/Alternative Dispute Resolution (ADR) Specialist; she is certified in Conflict Management and Mediation; trained Supervisory, EEO Counselor, and EEO Investigator.

LINDA BUFFER, MS

Assistant Program Manager
Ms. Andrea M. Harper, Esq, Subject Matter Expert, was a Senior Attorney for the U.S. Department of Transportation (FAA). She previously defended the agency in discrimination cases before the EEOC and complaints of adverse actions and/or discrimination before the Merit Systems Protection Board and various arbitrators. This defense work included all phases of pre-trial and trial litigation. She was responsible for handling all phases of appeals at the administrative level, including appeals to EEOC and MSPB. In U.S. District Court, Ms. Harper was responsible for preparing litigation reports to assist the assigned U.S. Attorney; attending settlement conferences as the Agency’s representative and assisting in preparing witness testimony for trial. Ms. Harper was also an instructor for EEO Training for Managers at the FAA.
